Almost half of Canada's airline complaints come from Toronto travellers

If you've ever filed a complaint about your flight at Toronto Pearson Airport, be prepared to wait a long, long time. A new report from legal tech company Courtready shows that air passenger complaints take nearly three years to resolve. The company analyzed 38,104 airline complaint outcomes handled by the Canadian Transportation Agency (CTA) between September 2023 and September 2025.The analysis shows that Canadian passengers wait an average of 987 days for a decision on their complaint about an airline or flight. And it's Toronto travellers who are feeling the impact the most.Roughly 40 per cent of all complaints involved flights arriving at or departing from Toronto Pearson Airport, Canada's busiest airport. Meanwhile, only 327 complaints—less than one per cent—involved Toronto's much smaller Billy Bishop Airport.At the same time, the CTA is resolving fewer complaints overall.
