The Contraloría's report on hiring practices within the Congressional Legal and Constitutional Office, stemming from a scandal involving falsified documents and a prostitution ring, found that the Human Resources Department, not the Presidency, is responsible for the appointments. The Contraloría also confirmed that ex-employees Jorge Luis Torres Saravia, Myreilla Johany Walters Solano, and Isabel Cajo Salvador submitted falsified documents.
