Couple drowned in flooding caused by sewer network, report finds

A report by Liverpool City Council and engineering firm Mott Macdonald found that a couple, Elaine and Philip Marco, aged 76, drowned in Liverpool on August 26, 2023, when their car was submerged in floodwater caused by the local sewer network's inability to handle heavy rainfall. The flooding occurred at Queens Drive, Mossley Hill, where a plume of water surged from a manhole, creating a tidal effect. The report noted that the combined sewer network could not cope with the volume of water during heavy rain, leading to surcharging. Four prior incidents of vehicles being submerged in the same area were reported between May and July 2023. The report recommended collaboration between United Utilities, the council, and Network Rail to find permanent solutions to reduce flooding. Elaine and Philip were known for their kindness and their catering business within the local Jewish community.
