Québec's Education Minister Bernard Drainville introduced Bill 94 to "reinforce laicity" in schools. The bill proposes to prohibit students and most school employees from covering their faces and bans religious symbols for all school personnel, excluding students, parents, and bus drivers. Current employees would be protected by a grandfather clause. Teachers would be evaluated annually for compliance. The government intends to use the notwithstanding clause to shield the law from legal challenges.
