As a Freeman, Howe will swear to defend the city, participate in an initiation ceremony, and may gain livestock grazing rights. The award, proposed by council leader Karen Kilgour, recognizes Howe's "extraordinary" achievements. Dan Burn is nominated for the Freedom of Northumberland.
