Former Russian minister ‘shocked’ to learn he was subject to sanctions in UK

Dmitrii Ovsiannikov, 48, the former mayor of Sevastopol in illegally annexed Crimea, is facing seven counts of circumventing sanctions.



Former Russian minister Dmitrii Ovsiannikov, previously mayor of Sevastopol, claimed shock upon learning he was subject to UK sanctions despite being on the UK Sanctions List since December 2019. Ovsiannikov is accused of circumventing sanctions by opening a UK bank account and having his wife transfer funds. His wife and brother are also accused of breaching sanctions. Ovsiannikov obtained a UK passport and entered the UK in February 2023, after being removed from the EU sanctions list. He believed he was no longer a designated person in the UK.
