Proposed changes to Personal Independence Payment (PIP) eligibility in Wales, starting November 2026, may impact qualification for the disabled person's concessionary travel card. Currently, eligibility for the free bus pass requires being disabled (often linked to PIP/DLA benefits), aged 60 or over, or injured service personnel, with primary residence in Wales. Other disability criteria include sight/hearing/speech impairments, mobility issues, learning disabilities, or reasons for driving license refusal. The travel card allows free travel on local buses in Wales, selected train journeys, and discounts on certain Cardiff routes.
