Belief was that Hamas could be influenced through pressures that would reduce its motivation for war, primarily by improving Gaza Strip living conditions, report says
An Israeli military investigation found that the military drastically underestimated Hamas' capabilities before the October 7th attacks, believing pressures like improved Gaza living conditions would deter war. This resulted in a lack of preparedness and failure to protect Israeli civilians. The investigation examined Israeli military strategy, battle behaviour, and intelligence before, during, and after the attacks. The military focused on other fronts and relied too heavily on intelligence and defensive measures. In the aftermath, bodies of hostages were exchanged for Palestinian prisoners, and efforts are underway to extend the truce mediated by Egypt and Qatar.
