In March 2025, the Arab League proposed a five-year reconstruction plan for Gaza, excluding Hamas from governance, in response to Donald Trump's plan to displace Gazans and place the territory under U.S. control. The plan, led by Egypt and estimated at $53.2 billion, focuses on reconstruction without population displacement. However, the U.S. and Israel rejected the Arab plan, with Israel deeming it "outdated" and the U.S. considering it "imperfect."
