Pour favoriser l’installation de bistrots dans les petites villes, l’Assemblée facilite l’obtention de licences IV

Alors que deux tiers des communes ne disposent plus de commerces, le texte reprend et pérennise une expérimentation menée entre 2019 et 2022, qui permettait de créer une licence IV, autorisant la vente d’alcools forts, sur une commune de moins de 3 500 habitants si celle-ci n’en comptait pas.



The French Assembly has passed legislation to facilitate the opening of bistros in small towns (under 3,500 inhabitants lacking one) by simplifying the acquisition of "licences IV" (licenses to sell strong alcohol). This law, building on a previous experiment, allows for the creation of new licences IV but also reinforces mayoral control over their transfer to other towns. Concerns were raised regarding public health, potential license acquisition by larger towns, and the control mayors should have over economic activity.
