For the 2025 Cologne Carnival, the city and police have introduced a safety concept to ensure a secure celebration. Key measures include deploying 1,500 police officers, 300 order enforcement staff, and 1,200 private security personnel. The "Ausnahmezustand" (exceptional state) will apply in areas like the Kwartier Latäng, with strict controls and checkpoints. Glass and knives are banned in specific zones, and alcohol sales are restricted. Recent attacks in Munich and Magdeburg have heightened security concerns, with officials emphasizing the need to balance safety without restricting public life. The Carnival will begin with Weiberfastnacht, followed by sessions in the Altstadt and Rosenmontag. The city center will be closed to vehicles for about ten hours on Nelkensamstag, allowing only residents with IDs access. Over 1,000 mobile toilets will be set up, and police will work closely with private security to manage crowds.
