NPC representative and AI entrepreneur Liu Qingfeng has proposed piloting an AI-unemployment insurance program, combining government leadership with commercial operation. He also suggested an unemployment-risk early warning system for manufacturing hubs like the Yangtze and Pearl River Deltas, requiring companies using AI to report job losses and re-employment plans. Additionally, Liu emphasized the need for AI skills training, particularly for low-income groups.
