EU officials have stated that there is scientific evidence supporting the claim that caffeine can be harmful when ingested, potentially causing adverse effects on heart function, hydration, body temperature, anxiety, and sleep. The EU report also highlights that there is insufficient research to determine the risks of caffeine exposure for workers or those living near processing areas. The regulation was implemented to ban the use of caffeine as a pesticide to kill insects near potato and cabbage crops.
