Bryan Schwartz proposes three principles to reduce interprovincial trade barriers in Canada: provinces should grant each other the best trade treatment offered to any country, ensure internal trade is as easy as international trade through consultation, and allow provinces to invoke the best treatment for their traders under existing trade agreements.
