The dispute centers on the council's use of temporary labor and proposed pay cuts following the elimination of waste collection officer roles, despite previous concessions from workers. The council claims to have made a fair offer, while the union accuses the council of slashing pay and wasting money on agency fees. The council says that around 90 waste collection crews are still working.
