The Croatian Employment Service (HZZ) offers financial incentives to unemployed individuals who want to start their own businesses. In 2024, 6214 individuals received state support, with the HZZ disbursing €52.8 million. Self-employment grants are non-refundable and can reach up to €20,000 for startup costs, with an additional €7,000 available for those returning to Croatia or relocating to underdeveloped areas. Businesses can be started as trades, companies, or other forms. Successful applicants sign a two-year contract with the HZZ, requiring them to utilize funds according to their business plan and maintain business activity. Applications are submitted online by September 30th, subject to fund availability, for specific business categories. Failure to meet contractual obligations may result in the partial or full return of funds.
