The judge cited potential harm and prior rulings against the order, which aims to house trans women in men's prisons and halt gender-affirming care. This order impacts at least 15 prisoners. Separately, the Trump administration is withholding funds from UPenn over a trans athlete policy and is threatening Maine with prosecution for allowing trans girls to participate in girls' sports.
