Diane Lebouthillier believes Mark Carney's initial cabinet will be temporary, especially given potential election losses by current members and the arrival of new candidates. Lebouthillier, excluded from the cabinet, is focusing on reelection. Other Quebec ministers, like Jean-Yves Duclos, are also not part of Carney's initial cabinet. Carney may seek a new election mandate.
