City politicians will consider recommendations including enhanced outreach and 88 shelter beds, but Ark Aid's director says the proposed $3 million allocation for 70 emergency shelter spaces is insufficient to maintain current service levels, forcing them to re-evaluate services. A separate recommendation includes stable funding for 18 women's beds at the Salvation Army Centre of Hope.
