Labour MP Kim Johnson is calling for a public inquiry into the historic mislabeling of Black pupils as "educationally subnormal" (ESN) and their subsequent placement in schools for pupils with disabilities. Johnson believes this injustice needs addressing and that the same systems that drove the ESN scandal still exist in different forms, leading to the disproportionate placement of Black children in pupil referral units. While the government acknowledges the issue, it currently has no plans for a public inquiry.
