Due to legislative delays, Immigration Minister Marc Miller is offering "lost Canadians" – those born abroad to Canadian parents also born abroad – a chance to receive citizenship through discretionary grants. This affects those born or adopted before a specific date, and also those born after that date whose citizen parent has lived in Canada for at least three years. The government is seeking an extension to a court-imposed deadline to pass legislation addressing citizenship for those affected by a 2009 law change. Failure to extend the deadline could result in inconsistent citizenship rules.
