Zbog pravne praznine, državne institucije često ne uključuju OSI u kreiranje politika koje ih se direktno tiču, a dolazi i do neadekvatne raspodjele novca, jer neke organizacije dobijaju podršku, dok druge ostaju potpuno zanemarene, ukazuju iz Saveza slijepih i kancelarije Zaštitnika ljudskih prava i sloboda Iz Ministarstva za saradnju sa NVO sektorom najavljuju za jesen naredne godine predlog zakona



Montenegro has yet to adopt a law regulating the representation of persons with disabilities (OSI), despite ratifying the UN Convention on the Rights of Persons with Disabilities in 2009. This legal gap has led to unequal funding and exclusion of some organizations, as well as unclear criteria for which organizations represent OSI. The Ministry plans to submit a draft law by autumn next year, aiming to enhance the inclusion of OSI in policy-making and ensure equitable resource distribution. Stakeholders, including the Union of the Blind and the Ombudsman, stress the importance of this law for authentic representation and effective participation of persons with disabilities in governance.
