Thousands of U.S. Agency for International Development (USAID) employees were placed on administrative leave or laid off following a court ruling. On February 23, 2025, all USAID direct-hire personnel, except those responsible for mission-critical functions, core leadership, or specially designated programs, were placed on administrative leave. Additionally, a reduction-in-force affected approximately 1,600 U.S.-based employees. Overseas personnel were offered a voluntary return travel program and other benefits. The actions were authorized by a court ruling allowing the Trump administration to place workers on leave to audit agency operations.
