On March 18, 2025, President Tinubu declared a state of emergency in Rivers State, suspending Governor Fubara, his deputy, and the state House of Assembly for six months, and appointed Vice Admiral Ibas (rtd) as administrator. This follows a political crisis and concerns about security and economic stability due to an explosion on the Trans Niger Pipeline. In Nigeria, a state of emergency, as per Section 305 of the 1999 Constitution, allows the President to implement special measures during significant threats, subject to National Assembly approval. Nigeria has previously experienced states of emergency in the Western Region (1962), Plateau (2004), Ekiti (2006), 15 Northern LGAs (2011-2012), and Northeastern States (2013-2014).
