The United States has requested European countries to specify the security guarantees and troop contributions they can provide to support a potential ceasefire in Ukraine, as well as their response plans if Russian forces attack. European leaders have convened to address these questions. The U.S. also seeks clarity on Europe's capacity to deploy troops for a peace agreement, the support needed from the U.S., and how to strengthen Ukraine's negotiation position.
General Keith Kellogg, a special envoy for former President Trump, is expected to discuss these matters with European officials. Estimates suggest Europe could deploy between 25,000 to 30,000 troops, with France planning to contribute around 10,000. Some European countries are hesitant due to resource constraints, while leaders like the UK and Sweden express willingness to send troops for peacekeeping.
French President Emmanuel Macron emphasized the need for a strong, lasting peace, ensuring Russia ceases aggression, and providing credible security guarantees for Ukraine. German Chancellor Olaf Scholz stressed the importance of a united front between Europe and the U.S. The U.S. has ruled out deploying troops but may offer support like intelligence and air cover. Europe is in early stages of discussion, with no concrete plans yet, due to unclear U.S. intentions and uncertainties about Russia's response.
