Why Trump’s speech to Congress won’t be a ‘State of the Union’ address

President Donald Trump will stand at the front of the U.S. House chamber to address a joint session of Congress on Tuesday night

President Trump's speech to Congress is a joint address, not a State of the Union. Though similar in appearance, it's titled differently, a tradition started by Reagan. The Constitution mandates updates to Congress without specifying timing. The term "State of the Union" began with Roosevelt. Other presidents used different titles for their first addresses, and the opposing party responds, as in a State of the Union.
