According to a February 26, 2025 Interfax report, the Bank of Russia forecasts a shift in the Russian banking sector from a surplus to a liquidity deficit by the end of 2025, estimated at 1.6-2.4 trillion rubles. This is due to budgetary operations leading to liquidity outflow, offset somewhat by mirroring of Ministry of Finance operations and delayed Federal Treasury spending. Increased cash in circulation is expected, but somewhat mitigated by high deposit rates. This shift may cause short-term money market rates to increase slightly, contributing to tighter monetary conditions.
