How did the ‘triple lock’ on Irish troop deployments come into being

Government has argued the mechanism has hamstrung Irish military deployment overseas

The "triple lock" on Irish troop deployments, requiring authorization from the UN, the Irish government, and the Dáil (parliament) for overseas missions involving over 12 soldiers, originated in 2001 after public concerns about the Nice Treaty eroding Irish neutrality. The government now seeks to end the triple lock due to its limitations and UN Security Council blockages, while opposition parties fear it's a move towards eroding neutrality and aligning with NATO.
