The CSQ fears that Bill 84 on national integration will hinder immigrants who are victims of abuse by limiting their ability to defend their rights in court. The CSN shares this concern, opposing any modifications to the Charter of Human Rights and Freedoms. Droits collectifs Québec, however, supports the bill and suggests it be protected by the notwithstanding clause. Minister Roberge defends the decision to attach Quebec's integration model to the Charter.
