Majority of county councils failed to collect the Derelict Sites Levy for two years in a row

17 out of 31 local authorities didn’t collect any money from landowners.

In 2023, most Irish county councils failed to collect the Derelict Sites Levy, with 17 out of 31 collecting no money. Only €604,621 was collected out of over €5.6 million owed, leaving councils with €20.5 million in unpaid levies. There were 1,913 derelict sites nationwide at the end of 2023, up from 1,573 the previous year. Some councils cited staffing shortages, ownership issues, and legislative limitations as reasons for non-collection. Dublin City Council and Cork City Council were owed the most in outstanding levies. Some councils did not collect any of the money they levied during 2023.
