Following 42 coyote attacks in Toronto's Liberty Village, Garrison Park, and Fort York areas since November 2024, an expert panel recommended the city continue hazing, add resources to recondition coyotes, and remove human food sources. The panel found the city's approach aligned with best practices but identified food-conditioned behavior as a key issue, exacerbated by improper waste disposal and intentional feeding. They also noted aggressive behavior toward dogs was typical during reproductive season. The city is committed to implementing the recommendations, including procuring a specialized team for coyote aversion techniques, enforcing existing bylaws, improving infrastructure, and increasing public education.
