This package entails amending three articles of the Grundgesetz (Basic Law) to allow for potentially unlimited investment in defense, civil protection, intelligence services, and cybersecurity, bypassing the debt brake for certain expenditures. The package includes a special fund of up to 500 billion euros for infrastructure repair and 100 billion euros earmarked for climate protection and the green transformation of the economy.
