The proposed changes to planning rules for garden cabins and modular homes aim to relax restrictions, allowing these structures to be built without planning permission if they meet certain criteria. This initiative is part of the government's strategy to address the housing supply crisis. Currently, garden rooms are limited in size (up to 25 square meters), height (three meters or four meters for pitched roofs), and use—they cannot be used for sleeping or living. Fire safety concerns are significant due to limited access for emergency services.
The new exemptions under the Planning and Development Act would allow free-standing modular homes, potentially offering a solution to the housing crisis. Progress Ireland estimates this could unlock up to 350,000 small homes, though actual numbers may be lower. These structures are cost-effective, with a one-bedroom garden room priced around €70,000, compared to €400,000 for a Dublin apartment. However, concerns remain about approval challenges and parking for multiple residents.
Industry experts like John Sherry see this as a potential "game changer," aiding young adults and the elderly, while Hapi Housing is exploring this market for cost certainty.
