Does the UN Security Council have final say when it comes to sending Irish troops abroad?

The Irish government is proposing a bill to remove the requirement for a UN mandate (the 'Triple Lock') for deploying more than 12 Irish troops overseas, arguing it hinders peacekeeping participation. Currently, government, Dáil, and UN approval are needed. The government argues that any of the five permanent UN Security Council members can veto Irish involvement. Opponents claim removing the UN mandate threatens Ireland's neutrality, while some argue that a Security Council resolution isn't actually required for deployment, citing a 2006 amendment to the Defence Act.
